Behindmestandsawallthatencirclesthefreesectorsofthiscity,partofavastsystemofbarriersthatpidestheentirecontinentofEurope.FromtheBaltic,south,thosebarrierscutacroGermanyinagashofbarbedwire,concrete,dogru,andguardtowers.Farthersouth,theremaybenovisible,noobviouswall.Butthereremainarmedguardsandcheckpointsallthesame--stillarestrictionontherighttotravel,stillanitrumenttoimposeuponordinarymenandwomenthewillofatotalitarianstate.YetitishereinBerlinwherethewallemergesmostclearly;here,cuttingacroyourcity,wherethenewsphotoandthetelevisionscreenhaveimprintedthisbrutalpisionofacontinentuponthemindoftheworld.StandingbeforetheBrandeurgGate,everymanisaGerman,separatedfromhisfellowmen.EverymanisaBerliner,forcedtolookuponascar.PresidentvonWeizsackerhassaid,“TheGermanquestionisopenaslongastheBrandeurgGateisclosed.”TodayIsay:Aslongasthegateisclosed,aslongasthisscarofawallispermittedtostand,itisnottheGermanquestionalonethatremaiopen,butthequestionoffreedomforallmankind.YetIdonotcomeheretolament.For

IntheReichstagafewmomentsago,Isawadilaycommemoratingthis40thaiversaryoftheMarshallPlan.Iwasstruckbythesignonaburnt-out,guttedstructurethatwasbeingrebuilt.IunderstandthatBerlinersofmyowngenerationcanrememberseeingsiglikeitdottedthroughoutthewesternsectorsofthecity.Thesignreadsimply:“TheMarshallPlanishelpingheretostrengthenthefreeworld.”Astrong,freeworldintheWest,thatdreambecamereal.Japanrosefromruintobecomeaneconomicgiant.Italy,France,Belgium--virtuallyeverynationinWesternEuropesawpoliticalandeconomicrebirth;theEuropeanCommunitywasfounded.InWestGermanyandhereinBerlin,theretookplaceaneconomicmiracle,theWirtschaftswunder.Adenauer,Erhard,Reuter,andotherleadersunderstoodthepracticalimportanceofliberty--thatjustastruthcanflourishonlywhenthejournalistisgivenfreedomofeech,soproeritycancomeaboutonlywhenthefarmerandbusinemanenjoyeconomicfreedom.TheGermanleadersreducedtariffs,expandedfreetrade,loweredtaxes.From1950to1960alone,thestandardoflivinginWestGermanyandBerlindoubled.Wherefourdecadesagotherewasrule,todayinWestBerlinthereisthegreatestindustrialoutputofanycityinGermany--busyofficeblocks,finehomesandapartments,proudavenues,andthereadinglawofparkland.Whereacity'scultureseemedtohavebeendestroyed,todaytherearetwogreatuniversities,orchestrasandanopera,countletheaters,andmuseums.Wheretherewaswant,todaythere'sabundance--food,clothing,automobiles--thewonderfulgoodsoftheKu'damm.Fromdevastation,fromutterruin,youBerlinershave,infreedom,rebuiltacitythatonceagainranksasoneofthegreatestonearth.TheSovietsmayhavehadotherpla.Butmyfriends,therewereafewthingstheSovietsdidn'tcounton--BerlinerHerz,BerlinerHumor,ja,undBerlinerSchnauze.[Berlinerheart,Berlinerhumor,yes,andaBerlinerSchnauze.]

Inthe1950s,Khrushchevpredicted:“Wewillburyyou.”ButintheWesttoday,weseeafreeworldthathasachievedalevelofproerityandwell-beingurecedentedinallhumanhistory.IntheCommunistworld,weseefailure,technologicalbackwardne,decliningstandardsofhealth,evenwantofthemostbasickind--toolittlefood.Eventoday,theSovietUnionstillcaotfeeditself.Afterthesefourdecades,then,therestandsbeforetheentireworldonegreatandinescapableconclusion:Freedomleadstoproerity.Freedomreplacestheancienthatredsamongthenatiowithcomityandpeace.Freedomisthevictor.AndnowtheSovietsthemselvesmay,inalimitedway,becomingtounderstandtheimportanceoffreedom.WehearmuchfromMoscowaboutanewpolicyofreformandopee.Somepoliticalprisonershavebeenreleased.Certainforeignnewsbroadcastsarenolongerbeingjammed.Someeconomicenterpriseshavebeenpermittedtooperatewithgreaterfreedomfromstatecontrol.ArethesethebegiingsofprofoundchangesintheSovietstate?Oraretheytokengestures,intendedtoraisefalsehopesintheWest,ortostrengthentheSovietsystemwithoutchangingit?Wewelcomechangeandopeeforwebelievethatfreedomandsecuritygotogether,thattheadvanceofhumanlibertycanonlystrengthenthecauseofworldpeace.ThereisonesigntheSovietscanmakethatwouldbeunmistakable,thatwouldadvancedramaticallythecauseoffreedomandpeace.GeneralSecretaryGorbachev,ifyouseekpeace,ifyouseekproerityfortheSovietUnionandEasternEurope,ifyouseekliberalization:Comeheretothisgate!Mr.Gorbachev,openthisgate!Mr.Gorbachev,teardownthiswall!

Iunderstandthefearofwarandthepainofpisionthatafflictthiscontinent--andIpledgetoyoumycountry'seffortstohelpovercometheseburde.Tobesure,weintheWestmustresistSovietexpaion.Sowemustmaintaindefeesofunaailablestrength.Yetweseekpeace;sowemuststrivetoreducearmsonbothsides.Begiing10yearsago,theSovietschallengedtheWesternalliancewithagravenewthreat,hundredsofnewandmoredeadly-20nuclearmiiles,capableofstrikingeverycapitalinEurope.TheWesternalliancereondedbycommittingitselftoacounter-deploymentunletheSovietsagreedtonegotiateabettersolutionamely,theeliminationofsuchweapoonbothsides.Formanymonths,theSovietsrefusedtobargaininearnestne.Asthealliance,inturn,preparedtogoforwardwithitscounter-deployment,thereweredifficultdays--daysofprotestslikethoseduringmy1982visittothiscity--andtheSovietslaterwalkedawayfromthetable.Butthroughitall,theallianceheldfirm.AndIinvitethosewhoprotestedthen--Iinvitethosewhoprotesttoday--tomarkthisfact:Becauseweremainedstrong,theSovietscamebacktothetable.Andbecauseweremainedstrong,todaywehavewithinreachthepoibility,notmerelyoflimitingthegrowthofarms,butofeliminating,forthefirsttime,anentireclaofnuclearweapofromthefaceoftheearth.AsIeak,NATOministersaremeetinginIcelandtoreviewtheprogreofourproposalsforeliminatingtheseweapo.AtthetalksinGeneva,wehavealsoproposeddeepcutsinstrategicoffeiveweapo.AndtheWesternallieshavelikewisemadefar-reachingproposalstoreducethedangerofconventionalwarandtoplaceatotalbanonchemicalweapo.Whilewepursuethesearmsreductio,IpledgetoyouthatwewillmaintainthecapacitytodeterSovietaggreionatanylevelatwhichitmightoccur.Andincooperationwithmanyofourallies,theUnitedStatesispursuingtheStrategicDefeeInitiative--researchtobasedeterrencenotonthethreatofoffeiveretaliation,butondefeesthattrulydefend;onsystems,inshort,thatwillnottargetpopulatio,butshieldthem.BythesemeaweseektoincreasethesafetyofEuropeandalltheworld.Butwemustrememberacrucialfact:EastandWestdonotmistrusteachotherbecausewearearmed;wearearmedbecausewemistrusteachother.Andourdifferencesarenotaboutweapobutaboutliberty.WhenPresidentKeedyokeattheCityHallthose24yearsago,freedomwasencircled,Berlinwasundersiege.Andtoday,deiteallthepreuresuponthiscity,Berlinstandssecureinitsliberty.Andfreedomitselfistraformingtheglobe.InthePhiliines,inSouthandCentralAmerica,democracyhasbeengivenarebirth.ThroughoutthePacific,freemarketsareworkingmiracleaftermiracleofeconomicgrowth.Intheindustrializednatio,atechnologicalrevolutionistakingplace--arevolutionmarkedbyrapid,dramaticadvancesincomputersandtelecommunicatio.InEurope,onlyonenationandthoseitcontrolsrefusetojointhecommunityoffreedom.Yetinthisageofredoubledeconomicgrowth,ofinformationandiovation,theSovietUnionfacesachoice:Itmustmakefundamentalchanges,oritwillbecomeoolete.Todaythusrepresentsamomentofhope.WeintheWeststandreadytocooperatewiththeEasttopromotetrueopee,tobreakdownbarriersthatseparatepeople,tocreateasafe,freerworld.AndsurelythereisnobetterplacethanBerlin,themeetingplaceofEastandWest,tomakeastart.FreepeopleofBerlin:Today,asinthepast,theUnitedStatesstandsforthestrictoervanceandfullimplementationofallpartsoftheFourPowerAgreementof1971.Letususethisoccasion,the750thaiversaryofthiscity,tousherinanewera,toseekastillfuller,richerlifefortheBerlinofthefuture.Together,letusmaintainanddevelopthetiesbetweentheFederalRepublicandtheWesternsectorsofBerlin,whichispermittedbythe1971agreement.AndIinviteMr.Gorbachev:LetusworktobringtheEasternandWesternpartsofthecityclosertogether,sothatalltheinhabitantsofallBerlincanenjoythebenefitsthatcomewithlifeinoneofthegreatcitiesoftheworld.ToopenBerlinstillfurthertoallEurope,EastandWest,letusexpandthevitalairaccetothiscity,findingwaysofmakingcommercialairservicetoBerlinmoreconvenient,morecomfortable,andmoreeconomical.WelooktothedaywhenWestBerlincanbecomeoneofthechiefaviationhuinallcentralEurope.WithourFrenchandBritishpartners,theUnitedStatesispreparedtohelpbringinternationalmeetingstoBerlin.ItwouldbeonlyfittingforBerlintoserveasthesiteofUnitedNatiomeetings,orworldconferencesonhumanrightsandarmscontrolorotheriuesthatcallforinternationalcooperation.Thereisnobetterwaytoestablishhopeforthefuturethantoenlightenyoungminds,andwewouldbehonoredtooorsummeryouthexchanges,culturalevents,andotherprogramsforyoungBerlinersfromtheEast.OurFrenchandBritishfriends,I'mcertain,willdothesame.Andit'smyhopethatanauthoritycanbefoundinEastBerlintooorvisitsfromyoungpeopleoftheWesternsectors.Onefinalproposal,oneclosetomyheart:ortrepresentsasourceofenjoymentandeoblement,andyoumayhavenotedthattheRepublicofKorea--SouthKorea--hasofferedtopermitcertaineventsofthe1988OlympicstotakeplaceintheNorth.Internationalortscompetitioofallkindscouldtakeplaceinbothpartsofthiscity.AndwhatbetterwaytodemotratetotheworldtheopeeofthiscitythantoofferinsomefutureyeartoholdtheOlympicgameshereinBerlin,EastandWest?Inthesefourdecades,asIhavesaid,youBerlinershavebuiltagreatcity.You'vedonesoiniteofthreats--theSovietattemptstoimposetheEast-mark,theblockade.Todaythecitythrivesiniteofthechallengesimplicitintheverypresenceofthiswall.Whatkeeyouhere?Certainlythere'sagreatdealtobesaidforyourfortitude,foryourdefiantcourage.ButIbelievethere'ssomethingdeeper,somethingthatinvolvesBerlin'swholelookandfeelandwayoflife--notmeresentiment.NoonecouldlivelonginBerlinwithoutbeingcompletelydisabusedofillusio.Somethingitead,thathasseenthedifficultiesoflifeinBerlinbutchosetoacceptthem,thatcontinuestobuildthisgoodandproudcityincontrasttoasurroundingtotalitarianpresencethatrefusestoreleasehumanenergiesorairatio.Somethingthateakswithapowerfulvoiceofaffirmation,thatsaysyestothiscity,yestothefuture,yestofreedom.Inaword,IwouldsubmitthatwhatkeeyouinBerlinislove--lovebothprofoundandabiding.Perhathisgetstotherootofthematter,tothemostfundamentaldistinctionofallbetweenEastandWest.Thetotalitarianworldproducesbackwardnebecauseitdoessuchviolencetotheirit,thwartingthehumanimpulsetocreate,toenjoy,toworship.Thetotalitarianworldfindsevensymbolsofloveandofworshipanaffront.Yearsago,beforetheEastGermabeganrebuildingtheirchurches,theyerectedasecularstructure:thetelevisiontoweratAlexanderPlatz.Virtuallyeversince,theauthoritieshavebeenworkingtocorrectwhattheyviewasthetower'sonemajorflaw,treatingtheglahereatthetopwithpaintsandchemicalsofeverykind.Yeteventodaywhenthesunstrikesthathere--thatherethattowersoverallBerlin--thelightmakesthesignofthecro.ThereinBerlin,likethecityitself,symbolsoflove,symbolsofworship,caotbesureed.AsIlookedoutamomentagofromtheReichstag,thatembodimentofGermanunity,Inoticedwordscrudelyray-painteduponthewall,perhabyayoungBerliner:“Thiswallwillfall.Beliefsbecomereality.”Yes,acroEurope,thiswallwillfall.Foritcaotwithstandfaith;itcaotwithstandtruth.Thewallcaotwithstandfreedom.AndIwouldlike,beforeIclose,tosayoneword.Ihaveread,andIhavebeenquestionedsinceI'vebeenhereaboutcertaindemotratioagaitmycoming.AndIwouldliketosayjustonething,andtothosewhodemotrateso.Iwonderiftheyhaveeveraskedthemselvesthatiftheyshouldhavethekindofgovernmenttheyaarentlyseek,noonewouldeverbeabletodowhatthey'redoingagain.ThankyouandGodbleyouall.Note:ThePresidentokeat2:20p.m.attheBrandeurgGate.Inhisopeningremarks,hereferredtoWestGermanChancellorHelmutKohl.Priortohisremarks,PresidentReaganmetwithWestGermanPresidentRichardvonWeizsackerandtheGoverningMayorofWestBerlinEberhardDiepgenatSchloBellevue,PresidentWeizsacker'sofficialresidenceinWestBerlin.Followingthemeeting,PresidentReaganwenttotheReichstag,whereheviewedtheBerlinWallfromtheEastBalcony.

戏剧术语。在镜框舞台上，一般写实的室内景只有三面墙，沿台口的一面不存在的墙，被视为“第四堵墙”。

在镜框式舞台上，通过人们的想象位于舞台台口的一道实际上并不存在的“墙”。它是由对舞台“三向度”空间实体联想而产生，并与箱式布景的“三面墙”相联系而言的。它的作用是试图将演员与观众隔开，使演员忘记观众的存在，而只在想象中承认“第四堵墙”的存在。

第四堵墙的概念，是适应戏剧表现普通人的生活、真实地表现生活环境的要求产生的。文艺复兴时期，有人提出如果在舞台上表现室内环境、房间缺少第四堵墙就显得不真实的说法。18世纪启蒙运动代表人物狄德罗也涉及了第四堵墙的概念。他在《论戏剧艺术》中提到：假想在舞台的边缘有一道墙把你和池座的观众隔离开。19世纪下半叶，随着“三面墙”布景形式的日趋定型，位于台口的这道实际不存在的“墙”变成箱式布景房间第四堵墙的剖面，因而有了“第四堵墙”之称。最早使用“第四堵墙”这个术语的是法国戏剧家让·柔琏。1887年他提出，演员要表演得像在自己家里那样，不去理会观众的反应，任他鼓掌也好，反感也好。舞台前沿应是一道第四堵墙，它对观众是透明的，对演员来说是不透明的。

左拉认为艺术是对生活的真实的复制, 这对第四堵墙概念的出现有着直接的关系。但它的发展和传播则与19世纪下半叶批判现实主义和现实主义的演出实践分不开。在19世纪民主主义美学思想影响下形成的戏剧理论认为艺术是现实生活的反映，要求戏剧在舞台上逼真地反映生活，并逐渐形成了要在舞台上创造现实生活幻觉的戏剧观念。第四堵墙正是这种戏剧观念在演出实践中的一种具体体现。易卜生、契诃夫、高尔基、萧伯纳等人的戏剧创作对促成舞台上第四堵墙概念的发展产生了重要的影响。斯坦尼斯拉夫斯基在他的表演、导演理论中使用的“第四堵墙”所反映的正是这样的观剧观念。在演出实践中，为了帮助演员造成这样强烈的生活真实的幻觉，有时在布景中沿台口大幕线布置一些能唤起第四堵墙幻觉的道具，如背向放置桌椅、花瓶架之类，并利用这些道具支点，安排一些演员背朝观众的舞台调度等等。
