Good evening.In this early summer season that beams with vigor and vitality, our friends, both old and new, from the world over are gathered here in Chengdu, Sichuan Province, to attend the 2013 Fortune Global Forum.Together, we shall explore global economic trends and look into the future of the Chinese economy.President Xi Jinping had originally intended to attend the forum but was unable to come due to his tight schedule.As a result, he has entrusted me to come, and sent a congratulatory message to the forum.Yesterday afternoon, Premier Li Keqiang had a fruitful discussion in Beijing with some of the business leaders attending the forum.Today, on behalf of the Chinese government, I wish to extend my sincere welcome to all our friends.I also wish to extend my sincere congratulations to the forum organizer Time Warner Inc..四川，自古就有“天府之国”的美誉，这里的人民勤劳智慧，建设了美好家园，也历经许多磨难。一个多月前的4月20日，四川芦山发生7．0级强烈地震，造成重大人员伤亡和财产损失，四川人民在全国的支持帮助下，争分夺秒抢险救援，取得了阶段性重大胜利，灾区群众得到妥善安置，灾后恢复重建正在有序展开。5年前的5月12日，四川汶川发生了8．0级特大地震，我们举全国之力，用不到三年时间完成了灾后恢复重建任务。在汶川、芦山地震抢险救援和灾后恢复重建的岁月里，包括在座很多跨国公司在内的国际社会纷纷伸出援助之手。对国际社会的热情相助，中国政府和人民将铭记在心。借此机会，我代表中国政府和人民，向为汶川、芦山地震抢险救援和灾后恢复重建提供支持帮助的海内外朋友，表示衷心感谢！
Sichuan is a place that has long been reputed as the “Land of Abundance” in China.Over the years, the hardworking and talented people of Sichuan have built a beautiful homeland.Yet they have also gone through many hardships.Just over a month ago, on 20 April, a 7.0-magnitude earthquake struck Lushan County, causing heavy loss of life and property.Thanks to the support and assistance from the whole nation, the people of Sichuan have seized every moment to engage in rescue and relief operation, and scored a decisive victory in resettling the earthquake victims and carrying out post-earthquake reconstruction in an orderly manner.Five years ago, on 12 May 2008, an even more devastating earthquake measuring 8.0 on Richter scale struck Wenchuan County.In the wake of the earthquake, through concerted efforts of the entire country, we managed to complete the post-quake reconstruction programs within three years.In our disaster relief and reconstruction efforts in both Wenchuan and Lushan, the international community, including many multinational corporations represented here in Chengdu, have lent us a helping hand.The Chinese government and people will never forget the kind and timely assistance of the international community.On behalf of the Chinese government and people, I wish to take this opportunity to express heartfelt gratitude to our friends at home and abroad for their support and assistance in our relief and reconstruction efforts in Wenchuan and Lushan.女士们、先生们！

This is the fourth time that China has played host to the Fortune Global Forum, with the previous three forums taking place in Shanghai, Hong Kong and Beijing.The current forum, themed China's New Future, highlights the close attention that people have paid to the prospect of China's development.Against the backdrop of deepening economic globalization, countries around the world have become more and more interdependent economically, and the future of China's economic development is, no doubt, closely linked with that of the world.The implication of this bears not only on the well-being of the 1.3 billion Chinese people, but also on the common interests of people the world over.当今世界正处于大发展大变革大调整的重要时期，各个国家都在采取措施应对复杂多变严峻的经济形势和深入思考今后的发展道路。中国也根据世情国情新变化，进行一系列重大战略调整，谋划新未来的蓝图。中国共产党第十八次全国代表大会，明确了中国今后一个时期的发展蓝图，我们的奋斗目标是，到2020年国内生产总值和城乡居民人均收入在2010年的基础上翻一番，全面建成小康社会；到本世纪中叶建成富强民主文明和谐的社会主义现代化国家，实现中华民族伟大复兴的中国梦。
The world today is at a critical juncture of significant development, transformation and readjustment.Countries around the world are adopting measures to cope with the complicated and volatile global economic situation and are pondering on their future development paths.Responding to the changing national and global conditions, China, too, has made a series of major strategic adjustments and set up plans for its future development.The 18th National Congress of the Communist Party of China(CPC), held in November 2012, drew the blueprint for China's development in the years ahead.Our goals are: to complete the building of a moderately prosperous society in all respects by 2020, with China's GDP and per-capita income for both urban and rural residents doubling those of 2010, and to turn China into a modern socialist country that is prosperous,strong, democratic, culturally advanced and harmonious by the middle of the 21st century, thus fulfilling the Chinese dream of the great renewal of the Chinese nation.新世纪新未来，中国面临前所未有的机遇和挑战。总体稳定的国际环境有利于我们更好发展自己，新中国成立以来特别是改革开放以来取得的巨大成就，既为未来的发展奠定了坚实基础，也为世界经济发展作出了贡献。但是，我们清醒认识到，国际金融危机的深层次影响短期难以消除，世界经济的不稳定不确定因素进一步增多，中国自身也面临跨越“中等收入陷阱”和化解长期粗放增长积累矛盾的严峻考验。国际国内包括在座许多朋友十分关心中国宏伟蓝图如何实现，借这个机会，我谈点看法意见：
Looking ahead, China's development is faced with unprecedented opportunities and challenges in the new century.The global environment, which features general stability, has provided us with favorable conditions for development.China has made tremendous accomplishments since the founding of the People's Republic of China, especially since the adoption of the reform and opening-up policy.This has laid a solid foundation for China's future development and also contributed to the development of the global economy.However, we are soberly aware that the profound repercussions of the global financial crisis cannot be eliminated in the short term, that destabilizing factors and uncertainties in the world economy are still on the rise, and that China also has to stand up to the test of striding over “the middle-income trap” and alleviating the stresses accumulated in the course of its long period of extensive growth.I know that many friends, both Chinese and foreign, including those present here tonight, are interested in how China will turn its ambitious blueprint into reality.Let me take this opportunity to offer my perspectives on that.首先，我们将始终不渝坚持发展是硬道理的战略思想，促进经济持续健康发展。中国仍然是世界上最大的发展中国家，人均国内生产总值居世界84位，不发展没有出路，发展是解决中国所有问题的关键，但发展必须是科学发展，是全面协调可持续发展。今年一季度，中国国内生产总值同比增长7．7％。前4个月，城镇新增就业470万人，同比多增18万人，居民消费价格上涨2．4％，回落1．3个百分点，进出口增长14％，提高8个百分点。这些指标显示中国经济发展总体是平稳的，也是来之不易的。我们将以科学发展为主题，以加快转变经济发展方式为主线，坚持稳中求进的工作总基调，继续实施积极的财政政策和稳健的货币政策，善于底线思维，注重宏观思考，决不能片面追求速度，而是在平稳的发展中化解矛盾、防范通胀、控制风险，着力提高发展质量和效益，努力做到稳中求进、稳中求好、稳中求优。我们将积极同步推进工业化、信息化、城镇化、农业现代化，进一步扩大国内需求，大力培育新的消费热点，健全消费持续增长的长效机制，发挥合理投资对经济发展的重要作用，积极支持科技型、成长型、出口型和中小微企业的发展，促进经济增长的拉动力朝着正确的方向发展。
First, we must always adhere to the strategic thinking that development is of overriding importance, and endeavor to pursue sustained and healthy economic development.China is still the largest developing country in the world with its per-capita GDP ranking the 84th globally.China will get nowhere unless it develops itself, as development holds the key to solving all its problems.Yet China's development must be scientific, comprehensive, coordinated and sustainable.Statistics show that the nation's first-quarter GDP rose by 7.7 percent year-on-year.In the first four months of this year, employment in cities and towns increased by 4.7 million, 180,000 more than the same period last year, while consumer prices rose by 2.4 percent, down by 1.3 percentage points, and imports and exports grew by 14 percent, 8 percentage points higher than the the same period last year.All these figures indicate that the Chinese economy has been growing in a generally steady fashion, something that has not come by easily.We must take scientific development as our theme, focus on accelerating the transformation of the development model, make steady advancement in our work, and continue to adopt a proactive fiscal policy and a prudent monetary policy.We must be good at bottom-line thinking, and always keep the larger picture in mind.We must never lay undue emphasis on the speed of growth.Instead, we must ensure steady development and work on that basis to solve problems, guard against inflation and keep risks under control.We need to concentrate on improving the quality and efficiency of development, and ensure the development moves ahead steadily and produces good results.We will work to simultaneously advance industrialization, IT-application, urbanization, and agricultural modernization.We will further expand consumer demand, foster new highlights of consumption, and improve the long-term mechanisms that support sustained consumption growth.We will try to bring into play the important role of rational investment in driving economic growth, and lend full support to the growth of high-tech, startup and export-oriented companies and companies of medium to small and micro sizes, in order to ensure that the Chinese economy is headed in the right direction in its growth.第二，我们将加快转变经济发展方式，大力调整优化经济结构。新阶段新未来，粗放型增长既不可行也难以为继，必须以经济转型谋求长远发展。我们将致力于调结构、转方式、促转型这一重大任务，加快发展现代农业，确保国家粮食安全和重要农产品有效供给；实施创新驱动发展战略，积极发展战略性新兴产业和高技术产业；有效化解产能过剩，强化增量管理，严禁核准产能过剩行业新增产能项目，坚决停建违规在建项目，有效遏制高消耗高污染行业盲目扩张，并制定有针对性的工作方案，着力调整优化存量结构；支持服务业特别是现代服务业加快发展，提高服务业比重和水平，构建现代产业发展新体系。
Second, we will accelerate change to the development model and vigorously improve and optimize the economic structure.Both at the current stage and in the future, an extensive development model is neither feasible nor sustainable, and we must therefore pursue long-term development through economic transformation.We will endeavor to accomplish this important mission of adjusting the structure, shifting the development model and facilitating economic transition.We will speed up China's agricultural modernization, and guarantee national food security and effective supply of major farm produce.We will implement innovation-based development strategies and promote the growth of high-tech companies and emerging industries of strategic importance.We will work hard to curb excess capacity, strengthen incremental management, firmly forbid new projects in industries with excess capacity, terminate projects under construction that are in violation of government regulations, contain the blind expansion of highly-polluting enterprises with high energy consumption, and strive to formulate well-targeted plans to readjust and optimize inventory stocks.We will support the speedy development of the service sector, especially modern service businesses, increase the proportion of the service industry in the national economy, and set up a new system for growth of modern industries.第三，我们将深入实施区域发展总体战略，加快中西部地区开发开放。地区差别和不平衡发展是中国一大问题，中西部地区地域辽阔、资源丰富、潜力巨大，是中国重要的战略发展空间、回旋余地和新的经济增长点。实施西部大开发战略10多年取得了显著成绩。我们将以更大的力度推进中西部特别是西部开发开放，搞好规划布局，完善政策措施，加快大通道建设，大力发展优势特色产业，推进绿色、循环、低碳发展，把资源优势转化为经济优势，支持东部地区部分产业有序向中西部地区转移，统筹东中西、协调南北方，积极稳妥推进城镇化，发挥城镇化对扩内需、促发展、惠民生的潜力作用。可以相信，随着新一轮西部开发开放向纵深推进，中国经济将会增添强大活力，也可以逐步解决不平衡不协调不可持续问题。
Third, we will further enforce the comprehensive strategy for regional development, and accelerate the development and opening up of the central and western regions.One of the major problems China faces today is regional income disparity and imbalanced development.Blessed with a vast territory, abundant resources and huge potential for development, China's central and western regions provide important strategic space for development, convenient leeway as well as new points of economic growth.During the past decade or so, China has made remarkable achievements in developing these regions through its strategy for the development of the western region.We will make even greater efforts to press ahead the development and opening up of the central and western regions, particularly the western region, draw up layout plans for regional development, and work out more effective policies and measures to speed up the construction of major transportation networks between the regions.We will develop local industries with competitive edge, and push forward the development of green, recyclable and low-carbon industries, so that the resources advantages the central and western regions now enjoy will add to their economic strength.We will also support the transfer of some industries in the more developed eastern regions to the western regions, make overall plans on coordinated national and regional development, advance urbanization actively yet steadily, and well exploit the potentials of the process to boost domestic demand, promote economic growth and improve people's livelihood.I believe that a new wave of western region development and opening up will add greater vitality to the Chinese economy, and help resolve the problem of imbalanced, uncoordinated and unsustainable development in due course.第四，我们将加强资源环境生态保护，努力建设天蓝地绿水净的美好家园。我一直认为，人类文明和中国发展，与生态环境息息相关。经济社会发展了，生态环境也保护好了，才是真正的水平，才是对子孙后代负责。我们已经提出了建设美丽中国的目标。我们将高度重视认真解决环境污染问题，统筹推进经济结构调整优化、科技创新驱动发展、资源节约环境保护，要下大决心，通过长期艰苦不懈努力，以治理重点地区PM2．5为切入点，实施有力有效的行动计划，综合施策，区域联动，带动全国的治理工作，并逐步开展饮用水、土壤等环境综合整治，为人民群众创造良好生产生活环境，为应对全球气候变化作出新的贡献。
Fourth, we will strengthen the protection of resources, the environment and ecological systems as part of our effort to build a beautiful homeland with a blue sky, green land and clean water.I've always believed that the ecological environment is crucial to human civilization and to China's development.Economic and social development is commendable only when it is achieved together with a sound ecological environment.This is also a responsibility we shoulder for our future generations.We have already outlined the goal of building China into a beautiful country.We will attach greater importance to addressing problems resulting from environmental pollution, and strike a proper balance between optimizing economic structure, boosting development that is driven by science and technological innovation, and conserving resources and protecting the environment.We are determined to make long-term and unremitting efforts to solve the problem.We will start with reducing PM2.5 in most polluted regions.We will implement forceful action plans with a multi-pronged approach to ensure nationwide progress through coordinated regional efforts.We will take gradual steps to improve the quality of soil and drinking water, so as to ensure that our people can live and work happily and in the meantime make new contribution to the global efforts of mitigating climate change.第五，我们将高度关注民生，不断提高人民物质文化生活水平。保障改善民生是中国发展的根本目的和立足点。我们将量力而行、尽力而为，通过发展持续改善民生，千方百计增加居民收入，深化收入分配制度改革，调整收入分配关系，逐步实现共同富裕。我们将实施就业优先战略，多渠道创造就业，保持就业形势总体稳定。积极推进教育、医疗、社保、住房等领域基本公共服务均等化，大力推进司法公正公开，促进权利、机会、规则公平，缩小贫富、城乡、地区差距，不断满足广大人民过上更加美好生活的新期待，实现经济发展和民生改善相互促进的良性循环。

Sixth, we will deepen reform and opening-up across the board and never cease to reform or open up.Practices show that reform and opening-up are the essential driving force behind China's development today.Had it not been for the reform and opening-up policy, the Chinese nation would never have been where it is today.Only by sticking to reform and opening-up can China have a bright future.We will integrate top-level design for reform with inpidual and community-level initiatives, underscore key areas and links as well as major issues, encourage breakthroughs in necessary areas while ensuring an overall gradual approach, forcefully pursue reform in a top-down manner, and make sure that every minor victory adds to our final triumph.We will form a unified market system, create a set of fair, equal and open market rules and an environment for all types of companies of different ownership structures to compete fairly.Reform of the administrative systems, fiscal and taxation, finance, investment, state-owned enterprises and pricing mechanisms will be deepened so that the systems of each area can be more mature and well-established.You may have noticed that a new round of reform measures has been unleashed in China.In less than three months since taking office, the new government of China has canceled or delegated to lower levels 133 items concerning business operation that needed central administrative approval.We will continue to do so and give more power to the market, society and enterprises.We will leverage to a greater extent and in a wider scope the basic role of the market in allocating resources.我们将全方位扩大开放，以更加宽广的视野、海纳百川的胸怀，吸收借鉴人类社会一切文明成果。实施更加积极主动的开放战略，进一步完善互利共赢、多元平衡、安全高效的开放型经济体系。坚持进口和出口并重，在优化出口结构的同时，更加重视扩大进口，推动对外贸易平衡发展。我们坚决反对各种形式的贸易保护主义，促进贸易和投资自由化便利化。

谈谈“财富论坛”在成都召开的感想

2013年6月6日，由《财富》杂志主办的“2013年“财富论坛”在成都召开，这已经是“财富论坛”第四次在中国召开，第一次是在上海，主题是“中国，未来的50年”，第二次是在香港，主题是“亚洲新一代”，第三次是在北京，主题是“中国和新的亚洲世纪”，第四次，也就是本次在成都召开的，主题是“中国的新未来”。对比四次论坛的主题，重点越来越偏向中国，说明，世界经济的重心已经开始偏向中国，中国在世界经济中的作用不容小觑，加上中国企业曾经努力跻身跨进世界五百强到现在已经成为除美国以外，拥有世界前五百强企业最多的国家，超过日本。
世界经济重心开始转向中国，中国的经济重心也开始由沿海转向内陆，转向西部，对于这些年一直倡导的西部经济大开发，这次在成都召开的“财富论坛”无疑起到了推波助澜的作用，成都在这几年的发展速度大家也是有目共睹。据报道，本届财富全球论坛期间，成都共签约世界500强企业和知名跨国公司投资项目74个，投资总额1120.15亿元。这些项目的落地实施，对于成都领先发展，打造西部经济核心增长极，意义重大。这对于成都来说，是机遇，也充满挑战。我对经济并不了解，“财富论坛”的召开，对中国是一个大的机遇，但是我觉得中国也会因此面临更大的挑战。西部经济计划是为了发展西部经济，带动西部人民脱贫致富。但是，我们应该思考，在西部经济突飞猛进发展的同时所带来的不良影响，成都经济增长迅速，但是房价的增长也同样令人发指，贫富差距依然严重。虽然，越来越多的大企业，大公司，大项目签约成都，但是，政府在欣喜之余，我觉得应该更加注重各监管部门的权利实施。所谓，林子大了，什么鸟都有，我们都知道，那些跨国企业不乏，剥夺中国廉价劳动力的意图，成都，作为西部经济计划的一个中心点，首先地理位置，环境优越等条件成为企业落户的主要原因，还有就是相对于沿海城市，其优势在于廉价劳动力，政府应该加强对企业的管理，杜绝富士康这样的悲剧发生。此外，有些企业所带来的环境污染，应该是政府关注的焦点，中国的新未来，不仅仅是未来经济发展，我们要坚持科学发展观，发展绿色循环经济。
顺便谈谈关于“财富论坛”上，小孩子在酒店穿着整齐，精心打扮，迎接宾客的到来这一事件，我并不是特别反感这种中国式的做法，但是我有些生气的是，是这些大企业家的不守时还是中国式“守株待兔”的提前等候，造成这些孩子站在那里等待那么长时间。还有，论坛上，所谓的富二代们，我也不反对家族企业，但是，在接连不断的富二代事件的报道之后，我只是对这些富二代的信心不足，毕竟他们未来将接管的都是关乎整个中国经济发展的核心企业。
总之，“财富论坛”带来的机遇是可观的，但是，政府部门，尤其是监管部门，不能欣喜若狂，应该提高警惕，杜绝贪污腐败，要恪尽职守，发挥监管作用，让这些企业真正发挥其社会效益、经济效益。

The forum, themed “China and the New Asian Century”, show the great concern over the prospects of development of China and Asia, and the roles of China nad Asia in the global economy.It also indicates that with surging economic globalization, China and Asia are quickly becoming a new growth engine for the world while the global boom is also generating more important opportunities for China and Asia.Continued mutually-beneficial economic cooperation and rising interdependence among the world's countries will usher in an even better future for global economy in development.Since 1949, when the New China was proclaimed, and particularly since the implementation of reform and opening-up program pioneered by Mr.Deng Xiaoping in 1978, China has undergone a profound transformation never seen in the country before.In a short span of 26 years from 1978 to 2004, China's GDP increased from 147.3 billion US dollars to 1.6494 trillion US dollars with an average annual growth rate of 9.4 percent.Its foreign trade rose from 20.6 billion US dollars to 1.1548 trillion US dollars, averaging an annual growth rate of over 16 percent.China's foreign exchange reserve increased from 167 million US dollars to 609.9 billion US dollars.The number of rural poor has dwindled from some 250 million to 26 million.The overall national strength of China has increased remarkably and the texture of life of its people improved steadily.While inheriting and carrying forward their proud past, the 1.3 billion Chinese people are writing a new chapter in history as they march of one mind on the road of building socialism with Chinese characteristics.We in China have identified the goal for the first 20 years of this century.That is to firmly seize the important window of strategic opportunities to build a moderately prosperous society of a higher standard in an all-round way for the benefits of our over one billion people.By 2020, we will quadruple China's GDP of 2000 to approximately 4 trillion US dollars with a per capita level of some 3,000 US dollars, and further develop the economy, improve democracy, advance science and education, enrich culture, foster greater In the new era of today, China-ASEAN friendship has entered a new chapter.Since the commencement of our dialogue relations in 1991 and the establishment of the strategic partnership in 2003 in particular, China-ASEAN relations have traversed an extraordinary path, and become a fine example of good-neighborliness and cooperation.Our political mutual trust has continuously increased and we have supported each other in many major international and regional affairs.Among ASEAN's dialogue partners, China was the first to join the Treaty of Amity and Cooperation in Southeast Asia.With deepened business cooperation, we have put in place world's largest free trade zone of developing countries.As each other's major trade and investment partners, China and ASEAN have quadrupled their trade from US$105.9 billion in 2004 to US$443.6 billion in 2013.And the two-way accumulative investment has topped US$120 billion.Our cooperation has also expanded comprehensively.Practical cooperation has been carried out in many fields, including 11 major areas, ranging from agriculture to IT, human resource development, mutual investment, development of the Mekong river basin, transport, energy, culture, tourism, public health and environmental protection.There are more than 140 pairs of sister cities/provinces.Every week, over 1,000 flights are made between China and ASEAN countries.Every year, more than 18 million people travel between the two sides.And the number of exchange students has exceeded 180,000.On the front of fighting major natural disasters and communicable diseases, China and ASEAN have also worked together successfully.After the recent earthquake in Ludian of China's Yunnan Province, which caused a huge loss of life and property, ASEAN countries expressed their sympathies to the Chinese government and people and offered their support.China-ASEAN friendship and cooperation has proved to be not only beneficial to the people of both sides, but also a boost to peace, stability and development of the region.女士们，先生们，朋友们！

Ladies and gentlemen, friends，去年10月，习近平主席访问东盟国家时提出建设21世纪海上丝绸之路、携手建设中国－东盟命运共同体等合作倡议。这是一个传承历史、面向未来、顺应时代潮流，符合中国－东盟共同发展愿望的重大战略构想，为中国－东盟关系发展进一步指明了方向。21世纪海上丝绸之路，是一条促进共同发展、实现共同繁荣的合作共赢之路，是一条增进理解信任、加强全方位交流的和平友谊之路，必将为双方发展创造更多的利益共同点和经济增长点，为双方战略伙伴关系增加新的契合点。李克强总理在去年中国－东盟领导人会议上提出了凝聚两点共识、推动七个领域合作的“2+7合作框架”，为双方合作明确了重点、规划了蓝图，有力推动了中国－东盟关系进一步发展和全面合作的深化。我们应秉持包容开放的精神，增强团结合作意识，积极落实双方领导人达成的共识，促进政策沟通、道路联通、贸易畅通、货币流通、民心相通，共创21世纪海上丝绸之路新的辉煌。
During his visit to some ASEAN countries last October, President Xi Jinping made the proposal of building the 21st Century Maritime Silk Road and the China-ASEAN Community of shared destiny through the joint efforts of China and ASEAN.This forward-looking proposal is aimed at building on historical inheritance and embracing the trend of the times.It is a major strategic vision that meets the shared aspiration of China and ASEAN for common development, and charts the course for the future growth of China-ASEAN relations.The 21st Century Maritime Silk Road is a road for win-win cooperation based on common development and prosperity.It is also a road of peace and friendship based on deeper mutual understanding and trust and stronger all-round exchanges.It will surely create, for both sides, more converging interests and new areas for growth, and identify new converging points in our strategic partnership.Premier Li Keqiang put forward a “2+7 cooperation framework” at the China-ASEAN summit last year, which consists of two points of consensus and seven areas of cooperation.He highlighted the priorities of China-ASEAN cooperation and outlined its blueprint, further boosting our relations and cooperation in all areas.We need to work, in an inclusive and open spirit, to enhance solidarity and cooperation and actively implement the consensus reached by our leaders by facilitating policy communication, road connectivity, unimpeded trade, monetary circulation and understanding between our people, so as to strive for a splendid new future of the 21st Century Maritime Silk Road.为此，我提出以下六点倡议：
To this end, I would like to make a six-point proposal.第一，大力深化政治互信。政治互信是推进中国－东盟关系持续健康稳定发展的基础和保障。在东盟的对话伙伴中，中国第一个与东盟建立战略伙伴关系，中国也愿第一个同东盟国家商签“睦邻友好合作条约”，为中国－东盟世代友好提供法律和制度保障。为进一步加强高层交往，增进了解与互信，中方建议结合中国－东盟博览会和博鳌亚洲论坛年会，不定期在华举行中国－东盟国家领导人非正式会晤，就双方关系发展和共同关心的问题加强沟通，增加理解，促进合作。
First, work hard to deepen political mutual trust.Political mutual trust underpins and guarantees the sustained, sound and steady growth of China-ASEAN relations.Among ASEAN's dialogue partners, China was the first to establish a strategic partnership with it.China is also willing to be the first to conclude a treaty with ASEAN countries on good-neighborliness, friendship and cooperation, so as to provide legal and institutional guarantee for lasting friendship between our two sides.In order to step up high-level exchanges and increase mutual understanding and mutual trust, China proposes that an informal meeting among Chinese and ASEAN leaders be held in China on an irregular basis in conjunction with the China-ASEAN Expo and the Boao Forum for Asia, so that the two sides may strengthen communication on the development of their relations and issues of shared interest, enhance mutual understanding, and promote cooperation.第二，大力提高中国－东盟自贸区质量和水平。贸易投资便利化是21世纪海上丝绸之路建设的优先领域。提高中国－东盟自贸区质量和水平不仅将促进双方的经贸往来，也将为“区域全面经济伙伴关系”（RCEP）等地区自贸安排奠定基础。我们欢迎双方正式启动自贸区升级版谈判，建议尽快确定下一阶段的工作方案。进一步开放市场，降低关税，开展新一轮服务贸易承诺谈判，在中小企业合作、能源、环境、可持续发展等领域商签合作协议，深化经济、贸易和投资合作，努力实现2015年双边贸易额达到5000亿美元，2020年双边贸易额达到1万亿美元的目标。我们支持中国企业到东盟国家开展投资合作，继续推动在东盟国家设立产业、经贸合作区，同时也欢迎东盟国家在中国设立产业园区。中新苏州工业园区、天津生态城等项目已成为中国与东盟国家合作的典范。我们要建设好中马钦州产业园区、马中关丹产业园区，努力将“两国双园”建设成为中国－东盟产业合作的示范园区。中国也愿与东盟国家积极探讨在边境地区设立跨境经济合作区，让边境地区成为双方利益融合的纽带。
Second, work hard to improve the quality and performance of the China-ASEAN Free Trade Area(CAFTA).Trade and investment facilitation is a priority for the development of the 21st Century Maritime Silk Road.Improving the quality and performance of CAFTA will not only enhance business exchanges between the two sides, but also lay the foundation for the Regional Comprehensive Economic Partnership(RCEP)and other regional free trade arrangements.We welcome the official launch of negotiation between the two sides on upgrading CAFTA and suggest that a working plan for the next stage be determined as soon as possible.We should open the market wider, reduce tariffs, carry out a new round of negotiation on service trade commitments, sign cooperation agreements on small and medium enterprises(SME), energy, the environment and sustainable development, and deepen economic, trade and investment cooperation so as to realize the goals of elevating bilateral trade volume to US$500 billion by 2015 and US$1 trillion by 2020.We support Chinese enterprises in conducting investment cooperation in ASEAN countries and will continue to support the establishment of industrial zones and economic and trade cooperation zones in ASEAN countries, and we welcome efforts of ASEAN countries to set up industrial parks in China as well.Projects such as the China-Singapore Suzhou Industrial Park and the China-Singapore Tianjin Eco-city have set good examples for the cooperation between China and ASEAN countries.We must ensure the success of the China-Malaysia Qinzhou Industrial Park and the Malaysia-China Kuantan Industrial Park and build them into exemplary models for China-ASEAN industrial cooperation.China is also willing to discuss with ASEAN countries about establishing cross-border economic cooperation zones in border areas, so as to make the border areas a bond that integrates the interests of the two sides.第三，大力加强互联互通建设。互联互通是建设21世纪海上丝绸之路的重要内容。要加强规划，抓住关键通道、关键节点和重点工程，着力构建海运水运网、高速公路网、高速铁路网、航空网、通信光缆网，打造安全高效的综合联通网络。要加快建设中国－东盟港口城市合作网络、中国－东盟港口物流信息公共平台。要积极推进筹建亚洲基础设施投资银行，解决本地区，尤其是东南亚地区的融资瓶颈，推动地区的共同发展。要扩大双边本币互换的规模和范围，扩大人民币跨境贸易结算，建设人民币同东盟国家货币的市场交易中心，推进金融基础设施建设和金融服务的跨境合作。
Third, work hard to strengthen connectivity.Connectivity is a significant part of building the 21st Century Maritime Silk Road.We should enhance planning and focus on key corridors, key links and key projects.We should step up efforts to build networks of maritime and river transport, high-speed roads, high-speed railways, aviation and optical cable communications, and make these comprehensive connectivity networks safe and efficient.We should accelerate the building of the China-ASEAN Port Cities Cooperation Network and the China-ASEAN Public Information Platform for Port Logistics.We should actively push forward the preparation for the establishment of an Asian infrastructure investment bank, so as to address the financing bottlenecks of the region, especially Southeast Asia, and advance common development of the region.We should expand the scale and scope of the bilateral local currency swap, expand the RMB cross-border trade settlement, set up a trading center for the RMB and currencies of ASEAN countries, and advance cross-border cooperation in financial infrastructure development and financial services.第四，大力开展海上合作。东盟是海上丝绸之路必经之地，也是建设21世纪海上丝绸之路的重点地区。我们愿与东盟国家加强海上合作，让海上合作成为中国－东盟关系发展的新亮点、新动力。中国愿与东盟探讨将明年确定为“中国－东盟海洋合作年”，加强双方涉海部门的对话沟通，密切海洋政策交流与协调，探讨建立海上执法机构间交流合作机制。我们要充分利用中国－东盟海上合作基金，推进海洋经济、海上联通、海洋环境、海上安全、海洋人文等领域交流与合作，为沿线各国共建海上丝绸之路积累经验，树立样板。
Fourth, work hard to conduct maritime cooperation.ASEAN is on the Maritime Silk Road and is a key region for building the 21st Century Maritime Silk Road.China is ready to strengthen maritime cooperation with ASEAN countries and make such cooperation a new highlight and new engine for the growth of China-ASEAN relations.China hopes to exchange views with ASEAN about designating next year as the “Year of China-ASEAN Maritime Cooperation”, strengthen dialogue and communication between departments in charge of maritime affairs, enhance exchanges and coordination on maritime policies, and explore the possibility of setting up an exchange and cooperation mechanism between maritime law enforcement agencies.We should make full use of the China-ASEAN Maritime Cooperation Fund to boost exchanges and cooperation on marine and maritime economy, connectivity, environmental protection, safety and culture so as to accumulate experience and set a good example for relevant countries in jointly building the 21st Century Maritime Silk Road.第五，大力推进次区域合作。泛北部湾经济合作作为中国－东盟次区域合作的重要内容，经过8年来各方的共同努力，取得了务实的成果，应继续大力推进。要积极推动南宁－新加坡经济走廊建设，促进各种资源和生产要素跨区跨国流动，形成优势互补、区域分工、联动开发、共同发展的通道经济带，构筑中国－东盟合作的大动脉。为进一步支持东盟共同体建设，帮助东盟缩小地区发展差距，中方愿与湄公河国家探讨建立对话合作机制，与大湄公河次区域经济合作（GMS）相互补充，相互配合，使次区域合作更好地造福中国和东盟各国人民。
Fifth, work hard to push forward sub-regional cooperation.The Pan-Beibu Gulf economic cooperation is a significant component of China-ASEAN sub-regional cooperation.It has seen concrete results thanks to eight years of joint efforts and should continue to be vigorously strengthened.We should actively push for progress in the building of the Nanning-Singapore Economic Corridor, with the aim of facilitating trans-regional and cross-border flow of various resources and factors of production, forming a corridor economic belt featuring mutual reinforcement, regional pision of functions, interconnected development and shared growth, and fostering a main artery for China-ASEAN cooperation.In order to further support the building of the ASEAN Community and help ASEAN narrow regional development gaps, China is ready to set up a dialogue and cooperation mechanism with countries along the Mekong River, which will complement and coordinate with the Greater Mekong Subregion Economic Cooperation Program(GMS), so that sub-regional cooperation will bring even greater benefits to the people of China and ASEAN countries.第六，大力增进人文交流。人民相互了解越多、友谊越深，越有利于双方友好关系全面持久稳定发展。中方愿进一步密切与东盟各国在教育、文化、科技、环保、旅游、卫生等领域合作，加强青年、媒体、智库和地方交流。中方将积极落实向东盟国家提供1.5万个奖学金名额，用好中国－东盟中心、中国－东盟教育交流周、中国－东盟教育培训中心、中国－东盟环保合作中心等平台；设立中国－东盟技术转移中心；支持中国－东盟思想库网络建设；推动建设泛北部湾和海上丝绸之路旅游圈。今年是中国－东盟文化交流年，我们要共同办好百余项形式多样的文化活动，增强双方民众的文化共鸣和情感联系，共同夯实双方关系的民意和社会基础，弘扬团结合作、同舟共济的亚洲精神。
Sixth, work hard to increase cultural and people-to-people exchanges.Greater and deeper mutual understanding between the people is conducive to the all-round, sustained and steady growth of the friendship between the two sides.China is ready to develop even closer cooperation with ASEAN countries in education, culture, science and technology, environmental protection, tourism, health and other sectors, and enhance exchanges between the youth, media and think tanks and at the subnational level.China will deliver on its commitment of providing 15,000 scholarships for ASEAN countries, make the best use of the ASEAN-China Center, the China-ASEAN Education Exchange Week, the China-ASEAN Education and Training Center, the China-ASEAN Environmental Cooperation Center and other platforms, set up a China-ASEAN technology transfer center, support the development of the China-ASEAN Think Tank Network, and advance the building of the Pan-Beibu Gulf and Maritime Silk Road tourism circles.This year is the year of China-ASEAN cultural exchange.We should ensure the success of the over 100 cultural events in various forms, strengthen the cultural links and friendship between the people of the two sides, jointly cement the public and social foundation for our relations, and promote the Asian spirit of unity, cooperation and mutual assistance.女士们，先生们，朋友们！
