在旅游企业发展趋于全球化、市场化和信息化的时代背景下，旅游企业组织环境一方面呈现出复杂多变的态势，另一方面又为组织应付这种趋势提供了一定的技术工具。这使得管理组织创新将呈现出追求网络化、扁平化、柔性化的发展趋势。长期以来，大多数旅游企业都是按照职能设立管理部门，按照管理跨度划分管理层，形成了金字塔型的管理组织结构。这种组织结构对传统的经营要求较为适应，但面对现代化的大型旅游集团，面对强调协作、注重高效、灵活、个性化强的旅游接待任务则显现出弊端。只有适应新形势，减少管理层次和突出综合性管理，才能使管理组织机构扁平化，各部门之间的沟通与协调才能在组织结构的网络化上得以体现。减少固定和正式的组织机构，而代之以一些临时性的、以任务为导向的团队式组织，则体现组织结构的柔性化。借助组织结构的柔性化可以实现旅游企业集权化和分权化的统一，稳定性和变革性的统一，使之更适应现代旅游企业灵活经营的要求。

三、提高我国旅游企业管理水平，迎接新世纪的挑战

在20多年漫长的发展历程中，我国旅游企业的管理水平不断提高。与其它行业的企业相比，旅游企业管理现代化进程呈现出三方面的特点：一是旅游业的涉外性，较早的开放和较高的总体对外开放程度促进了管理的引进和旅游企业管理水平的快速提高；二是信息技术在旅游业中的大量运用对旅游企业管理的创新起了促进作用；三是我国旅游企业的技术含量普遍较低，人力资源素质尚待提高，部分子行业中企业“小、弱、散、差”的现状在一定程度上制约了管理现代化的步伐。总体来说，虽然众多旅游企业在管理革新上付出了较大努力，但管理水平还参差不齐，与国外的管理现代化水平还存在较大差距。面对新世纪，要进一步提高我国旅游企业的管理水平还应注意以下几方面的问题：

1．把握21世纪管理发展趋势，加快旅游企业管理现代化进程

我国旅游企业经过改革与发展，虽然取得了巨大的进步，但也存在重经营，轻管理；重视制度创新，忽视管理创新的问题。由于管理的创新需要付出研究、策划、组织变动、时间等一

系列成本，也需要人才和资金的支持，许多旅游企业对进行管理创新缺乏足够的积极性。这不仅拉大了我国旅游企业管理水平和国外现代化管理水平的差距，而且成为旅游企业经济效益无法进一步提高，亏损面和亏损额增加的重要原因之一。为提高旅游企业竞争力，当务之急是把握世界各国现代企业管理的发展趋势，结合我国的实际情况探索符合国情的新管理模式，提高我国旅游企业管理现代化水平。

2.加强旅游企业管理基础工作是提高旅游企业管理水平的重要内容

任何新管理思想的贯彻、管理方法和管理手段的采用，都要求有良好的管理基础工作为支撑。当前，许多旅游企业对管理基础工作有所忽视。有些旅游企业无章可循，有些旅游企业有章不循甚至弄虚作假。旅游企业的计划、技术、设备、服务质量、劳动人事、销售、财务、会计等各项专业管理水平都有待提高。管理基础工作是旅游企业搞好各项专业管理的基础，是进行各项重大决策的重要依据，是提高管理素质和水平的重要条件。因此，必须把加强旅游企业管理基础工作放在重要位置来抓。旅游企业原始记录、会计凭证、统计资料等基本数据必需完整、准确，能及时、全面、准确地反映生产经营活动的全过程和各方面、各环节的基本情况；经济信息、市场信息要能及时满足企业各种决策的需要；旅游企业劳动定额、易耗品消耗定额、资金占用定额、费用定额等要健全、合理，能充分利用企业的资源，最大限度地调动各个方面的积极性。要加强以岗位责任制为主的旅游企业规章制度。结合旅游服务业的特点，要建立健全的现场管理体系，完善现场管理方法，探索情景管理和应急管理模式。在此基础上，把各项专业管理系统化，形成适应现代市场经济要求的新型旅游服务业管理体系。

3.处理好管理创新与学习、借鉴国外管理经验的关系

对国外出现的新的管理方法、管理模式，我们应该了解、开展研究，有选择性地学习和借鉴，但是决不能盲目照搬。这是因为：一方面，我国旅游市场的发育还不完善，旅游企业正处在转换机制、构造市场经济主体的时候，而国外的旅游市场已比较成熟，旅游企业也是完全自主经营的经济实体；另一方面，不同国家有不同的文化背景。管理和自然科学不同，自然科学中的一项发明可以通用，而管理本身具有二重性，既是对生产力的管理，又涉及对生产关系的管理，后者受体制、文化的影响很大，必须与本国的国情相结合。因此，必需处理好学习、借鉴和创新的关系，把国外新的管理方法和模式与我国旅游企业的实际情况结合起来，创立出适合我国国情的新管理方法。
